課程概述 |
本課程的第一部分介紹二戰後國際法與國際關係理論的相關文獻及理論的發展,先試圖描繪出各學科的主要特徵,並介紹1990年代後各學科間進行整合的成果,產生了所謂的雙元研究議程,進而將國際法與國際關係理論兩個學科本不相屬的學科傳統連結在一起,並依此作為本課程理論分析架構之主軸。本課程第二部分主要針對當今國際防擴散相關議題進行理論與實踐的探討。課程主要就核子武器、生物及化學武器、彈道導彈、外太空軍事化、無核區、出口管制、規範遵循及查核措施等重要議題運用前述理論架構進行系統性分析,藉以達到促進學生全盤掌握如何使用整合後之國際法與國際關係理論分析架構,針對當今世界相關議題討論之以及掌握重點及趨勢。本課程主要根據每週主題以講授方式進行,另外自第七週起並要求學生按照所指定閱讀材料輪流進行課堂報告,本課程包括期中考試及期末報告。
The security challenges for the world derive from the proliferation of weapons of mass destruction attract attention for both scholars and policy makers. The aim of this course is to provide with students an understanding of the issues regarding international nonproliferation and international law, of their dual nature of theoretical and practical significance. The course will explore a number of issues of current concern including measures to prevent nuclear weapons、biological and chemical weapons and missiles proliferation、outer space security、nuclear weapons free zones、export control、compliance and verification. The course will also address to the institutional and legal dimensions of various approaches adopted by international community. Mid-term and final report seek to expect students’ commend of the basic arguments in the subject matters will constitute 70% of the final grades. Students are expected to play a lead role in the discussion of the assigned readings from the7th week onward. Class participation will be evaluated on the basis of preparation, and attentiveness constitutes 30% of the final grades. Reading materials are available at the University Copy Center.
